TO APPROVE REGULATIONS OF THE DEPARTMENT OF LABOR, LICENSING AND REGULATION, STATE ATHLETIC COMMISSION, RELATING TO COMBATIVE SPORTS, DESIGNATED AS REGULATION DOCUMENT NUMBER 1907, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Department of Labor, Licensing and Regulation, State Athletic Commission, relating to combative sports, designated as Regulation Document Number 1907, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
The proposed amendments and additions provide for: definitions for admissions, administrator, commission representative, event, and person; specification for rings, ring ropes, and posts; hand wrap requirements, suspensions for technical knockouts; these knockdowns in one round shall be technical knockout; legal drugs that can be used by corner men; all refreshments must be in plastic or paper containers; licenses for off-the-street boxing and license fees; bond requirements; title of subchapter change; criteria for judges and referees; clarifying boxing scoring is majority decision; four judges to be on hand; no verbal or physical abuse of officials and commission representatives; promoter must identify contestants and shall not participate as contestants; matchmaker must identify contestants and shall not participate as contestant; bloodbourne pathogen control; technical changes; doctor of osteopathy may perform physical examinations; off-the-street boxing requirements; procedure for permits when no regulations exist and cross references. Provides clarification where needed in some regulations.
