COMMENDING MR. RICHARD LINTON HUGGINS, SR., OF BARNWELL COUNTY FOR HIS MANY YEARS OF SERVICE TO THE FIELD OF PUBLIC EDUCATION ON THE OCCASION OF HIS RETIREMENT AS SUPERINTENDENT OF BARNWELL COUNTY SCHOOL DISTRICT NUMBER 19 AND TO WISH HIM AND HIS FAMILY WELL IN ALL THEIR FUTURE ENDEAVORS.
Whereas, Mr. Richard Linton Huggins, Sr., has served as superintendent of schools for Barnwell County School District Number 19 for twenty-six years; and
Whereas, during his tenure as superintendent of schools, a number of positive changes have taken place in the school system. These include the total integration of the school system and the construction of: a new high school gym; an elementary school media center and office complex; the Instructional Technology Taping Center; and a field house, spectator stands, and press box at the football field; and
Whereas, prior to being appointed superintendent, Mr. Huggins served as a high school principal for two years in the Blackville Public School System; and
Whereas, he currently serves on the Blackville Development Board; and
Whereas, Mr. Huggins is a former member of the State Board of Education, Barnwell County Hospital Board, lst Downtown Development Board, and Jaycees and Lions Clubs; and
Whereas, in 1991, he was named "Man of the Year" by the Chamber of Commerce of Barnwell County; and
Whereas, Mr. Huggins is a member of First Baptist Church of Blackville where he has taught Sunday School, served as a Deacon, and served on numerous committees. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly of the State of South Carolina commend Mr. Richard Linton Huggins, Sr., of Barnwell County for his many years of dedicated service to the field of public education and wish him, his wife Ann, and their family well in all their future endeavors.
Be it further resolved that a copy of this resolution be forwarded to Mr. and Mrs. Huggins.
