A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 41-29-300 SO AS TO DEVOLVE UPON THE EMPLOYMENT SECURITY COMMISSION ALL HIRING FUNCTIONS UNDER THE STATE CLASSIFICATION AND COMPENSATION PLAN RELATING TO POSTING OF VACANCIES, RECEIVING APPLICATIONS, AND INITIAL SCREENING AND TESTING; TO PROVIDE THAT THE COMMISSION SHALL PERFORM THE MERIT SYSTEM OPERATIONS OF THE OFFICE OF HUMAN RESOURCES, AND TO PROVIDE THAT THE COMMISSION SHALL POST AND MAKE APPLICATIONS AVAILABLE AT ALL JOB SERVICE LOCATIONS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Chapter 29, Title 41 of the 1976 Code is amended by adding:

"Section 41-29-300. After June 30, 1995, all hiring functions under the State Classification and Compensation Plan relating to posting of vacancies, accepting of applications, and initial screening and testing of applicants are devolved upon the Employment Security Commission, and other state agencies shall cease performing these functions separately. The commission also shall perform those functions provided under Chapter 19 of Title 8 relating to merit system agencies formerly assigned to the Office of Human Resources of the State Budget and Control Board. The commission shall ensure that job postings and applications are available at all job service locations."

SECTION 2. This act takes effect July 1, 1995.
