A HOUSE RESOLUTION

EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE HOUSE OF REPRESENTATIVES FOR THE YEOMAN SERVICE OF MR. RICHARD WINCHELL IN HIS TIRELESS EFFORTS ON BEHALF OF SOUTH CAROLINA TAXPAYERS.

Whereas, the members of the House of Representatives note that Mr. Richard "Dick" Winchell has labored tirelessly on behalf of South Carolina taxpayers, urging property tax relief and other tax relief for hard-pressed taxpayers, especially those on fixed incomes; and

Whereas, his persistence and perseverance were important factors in the enactment last year of dramatic property tax relief for all homeowners in the form of a new homestead exemption from school operating tax millage on the first one hundred thousand dollars of the value of the homestead; and

Whereas, his efforts and those of like-minded individuals are indicative of what can be accomplished by the combination of a good cause and organization; and

Whereas, Dick Winchell's example is an object lesson for all those who aspire to the role of citizen lobbyist in the very best connotation of that calling, with his good humor and steadiness of purpose pointing the way to effectiveness that can only be envied by all those who seek to shape the public debate; and

Whereas, it is appropriate for members of the House of Representatives to pause in their deliberations so that they might recognize the accomplishments on behalf of taxpayers of so distinguished a son of South Carolina. Now, therefore,

Be it resolved by the House of Representatives:

That, by this resolution, the members of the House of Representatives express their appreciation for the yeoman service of Mr. Richard Winchell in his tireless efforts on behalf of South Carolina taxpayers.

Be it further resolved that a copy of this resolution be forwarded to Mr. Richard Winchell.
