TO APPROVE REGULATIONS OF THE BOARD OF EDUCATION, RELATING TO POLICIES AND PROCEDURES AND UNIT STANDARDS FOR TEACHER EDUCATION PROGRAM APPROVAL IN SOUTH CAROLINA, DESIGNATED AS REGULATION DOCUMENT NUMBER 1835, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Board of Education, relating to Policies and Procedures and Unit Standards for Teacher Education Program Approval in South Carolina, designated as Regulation Document Number 1835, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.

The current teacher education program approval standards were adopted in 1991 to be applied for five years, then reviewed and amended. In 1992, the Department of Education, at the request of the South Carolina Association of Colleges of Teacher Education (SCACTE), appointed a committee of K-12 and higher education representatives to assist in revising the standards and procedures by which the State Board of Education approves teacher education programs. Copies of the committee's revisions were circulated for broad review; comments were mapped against Curriculum Frameworks, NCATE and INTASC; and revisions were received and incorporated. Focus group sessions were held across South Carolina. All deans, superintendents, and teachers of the year were invited to attend the sessions. The standards were revised to incorporate expectations for beginning teachers who will be delivering instruction under such recent reform initiatives as Act 135 and School to Work legislation. The new regulation reflects recommendations from legislators regarding pre-service training in working with students of diverse cultures. The new regulation also reflects recommendations of the Protection and Advocacy Commission regarding pre-service training in working with special students. The new R43-90 replaces R43-90 and R43-90.1 in their entirety and would be in effect beginning with the 1996-97 school year.
