A SENATE RESOLUTION

TO SUPPORT THE ELMWOOD PARK NEIGHBORHOOD ASSOCIATION AND OTHER CITIZENS AND SUPPORTERS OF ELMWOOD PARK IN THEIR EFFORTS TO PREVENT THE CITY OF COLUMBIA FROM ISSUING A PERMIT ALLOWING BELL ATLANTIC MOBILE TO ERECT A CELLULAR TELEPHONE TOWER ON WAYNE STREET IN THE HISTORIC PARK.

Whereas, Bell Atlantic Mobile continues to seek approval from the Federal Communications Commission to erect a cellular telephone tower on Wayne Street in historic Elmwood Park; and

Whereas, the South Carolina Department of Archives and History has informed the Federal Communications Commission of strong objections to the permitting of this tower on Wayne Street in historic Elmwood Park; and

Whereas, the Federal Communications Commission refuses to permit the construction of such towers when clear concerns are registered related to the impact of towers on the historic integrity of neighborhoods on the National Register of Historic Places; and

Whereas, the proposed tower would be clearly visible and impair the view of the Confederate Cemetery located in the historic Elmwood Park Cemetery; and

Whereas, the City of Columbia has no compelling need to locate the proposed tower on Wayne Street in historic Elmwood Park; and

Whereas, the City of Columbia has located alternatives that are both suitable for Bell Atlantic Mobile's proposed tower and will not impugn historic Elmwood Park. Now, therefore,

Be it resolved by the Senate:

That the South Carolina Senate urge the Federal Communications Commission to refuse the permit necessary for the construction of the proposed cellular telephone tower on Wayne Street in historic Elmwood Park.

Be it further resolved that a copy of this resolution be forwarded to the Federal Communications Commission, the City of Columbia, and the Elmwood Park Neighborhood Association.
