The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, we do not want the session to slip by without hearing again the concluding words of Isaiah Forty, a favorite of Lord Gladstone (NRSV) (vv.28-31):

"Have you not known? Have you not heard?

The Lord is the everlasting God, the Crea-

tor of the ends of the earth.

He does not faint or grow weary; His

understanding is unsearchable.

He gives power to the faint, and

strengthens the powerless.

Even youths will faint and be weary,

and the young will fall exhausted;

But those who wait for the Lord shall

renew their strength, they shall mount up

with wings like eagles, they shall run

and not be weary, they shall walk and

not faint."
Let us pray.

Good Lord, we may not be able to "fly like eagles"... nor "run"... but let us "walk and not faint."

Amen.

The PRESIDENT called for Petitions, Memorials, Presentments of Grand Juries and such like papers.
