Senator WILSON explained the amendment.

Statement by Senator WILSON

I voted "no" on the tabling motion of my amendment which resurrected a reapportionment plan known as Governor Campbell's Plan initially introduced in 1991.

This plan is also known as the Voting Rights Compliance Plan in that twelve minority districts are created. It proves there can be more reasonable districts created than the plan passed by the Judiciary Committee that may create eleven minority districts but in fact creates at most nine.

The Campbell Plan is similar to other plans previously submitted from the Republican Party and the NAACP. Those plans create even thirteen or fourteen minority districts.

Whatever the case, I believe the current committee-amended plan dilutes minority voting strength and sufficient electable districts are not created. The sole reason for this is to protect white incumbents. I have been working since 1971 with the NAACP and the Republican Party for fair reapportionment and I hope the current plan is changed for a more equitable number of minority seats.

Senator MOORE made the point that a quorum was not present. It was ascertained that a quorum was not present.

At 3:09 P.M., on motion of Senator MOORE, the Senate receded from business subject to the Call of the Chair.

At 3:35 P.M., a quorum being present, the Senate resumed.
