TO STUDY WHETHER THERE IS A NEED FOR SPECIAL LICENSING CRITERIA FOR HEALTH CARE FACILITIES WHICH PROVIDE SPECIAL CARE UNITS AND OTHER PROGRAMS FOR ALZHEIMER'S DISEASE AND RELATED DISORDERS PATIENTS AND TO REPORT ITS FINDINGS TO THE JOINT LEGISLATIVE COMMITTEE ON AGING.

The Senate proceeded to a consideration of the Resolution. The question being the adoption of the amendment proposed by the Committee on Medical Affairs.

The Medical Affairs Committee proposed the following amendment (DKA\3685AC.95), which was adopted:

Amend the resolution, as and if amended, by deleting on page 1, line 24 /health care/ and /special/.

Amend further by inserting after /industry./ on page 1, line 30, /The department shall conduct this study using existing personnel to the extent practicable./

Amend title to conform.

There being no further amendments, the Resolution was read the second time and ordered placed on the third reading Calendar.

THE CALL OF THE UNCONTESTED CALENDAR HAVING BEEN COMPLETED, THE SENATE PROCEEDED TO THE INTERRUPTED DEBATE.

S. 59 -- Senators McConnell, Wilson, Ryberg, Rose, Gregory, Giese and Richter: A JOINT RESOLUTION PROPOSING AN AMENDMENT TO SECTION 22 OF ARTICLE V OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO GRAND AND PETIT JURIES, SO AS TO PROVIDE THAT TEN OR MORE MEMBERS INSTEAD OF ALL TWELVE MEMBERS OF A JURY SHALL VOTE IN FAVOR OF IMPOSING THE DEATH PENALTY WHERE A DEFENDANT HAS BEEN CONVICTED OF MURDER IN ORDER FOR THE DEATH PENALTY TO BE IMPOSED.

The Senate proceeded to a consideration of the Joint Resolution. The question being the second reading of the Joint Resolution.

The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Let us pray.

Heavenly Father, You know our minds and hearts, and can read our thoughts and wills, we confess that... too often... we use our religion like a bus: we ride it when it is going our way.

Help us to believe that faith in God is not a puzzle to be solved, but a way of life to be adopted.

Amidst the cares of these days, we seek the strength and support of which King David sang when he was delivered from Saul:

"I love Thee, O Lord, my strength.

The Lord is my rock, and my fortress,

and my deliverer."

Help us daily to offer the sacrifices of grateful hearts. Amen.

On motion of Senator MOORE, with unanimous consent, Senators McCONNELL, MOORE, SALEEBY and RUSSELL were granted leave to attend the Judicial Screening Committee meeting, and to be counted in any quorum calls.

Senator THOMAS made the point that a quorum was not present. It was ascertained that a quorum was present. The Senate resumed.
