A BILL

TO AMEND SECTION 59-5-65, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO POWERS AND RESPONSIBILITIES OF THE STATE BOARD OF EDUCATION, SO AS TO REQUIRE THE BOARD, BY REGULATION, TO PRESCRIBE THE USE OF PHONICS IN TEACHING READING AND TO PROVIDE IN-SERVICE TRAINING IN PHONICS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Section 59-5-65 of the 1976 Code is amended by adding the following item to be appropriately numbered:

"( ) Promulgate regulations prescribing minimum standards requiring the use of phonics as a technique in teaching reading in kindergarten and grades one through three. In addition, the State Board of Education shall provide in-service training programs for teachers in the use of phonics as a technique in teaching reading in kindergarten and grades one through three."

SECTION 2. This act takes effect upon approval by the Governor.
