A CONCURRENT RESOLUTION

TO RECOGNIZE AND THANK WILLIAM E. UNTHANK FOR HIS MYRIAD CONTRIBUTIONS TO THE CITY AND CITIZENS OF WEST COLUMBIA AND TO WISH HIM WELL ON THE OCCASION OF HIS RETIREMENT AS CITY ADMINISTRATOR.

Whereas, William E. Unthank began his contributions to the City of West Columbia in 1976, serving as assistant administrator, deputy administrator, and finally, as administrator; and

Whereas, his twenty-plus years at the helm of the city produced countless improvements to the city and for its citizens; and

Whereas, during his tenure, the city secured grants for housing rehabilitation and economic and manpower development totaling more than six million dollars; and

Whereas, his leadership in the area of water supply includes doubling the city's water production capacity by construction of the Lake Murray treatment plan; negotiating contracts with the Town of Lexington, Lexington County Water and Sewer Authority, and Carolina Water Service to increase immediately the city's water customer base by thirteen thousand and create the potential for huge increases in that fast-growing area; and helping to establish the Lexington County Water and Sewer Authority and to promote the building of the Twelve and Fourteen Mile Creek sewer project in the Town of Lexington; and

Whereas, Bill Unthank also coordinated numerous annexations, increasing the area of the City of West Columbia and its population by more than thirty percent; initiated curbside recycling and other collection procedures, meeting the city's changing solid waste collection requirements; and supported implementation of a community policing program, providing a personal touch to law enforcement while expanding police efforts; and

Whereas, one hallmark of his service to local government is his promotion of coordination and cooperation and mutual assistance among regional local governments so as to better address common problems; and

Whereas, upon his retirement as Administrator of the City of West Columbia, Bill Unthank leaves in place a professional staff and a legacy of good will. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly recognize and thank William E. Unthank for his myriad contributions to the city and citizens of West Columbia and wish him well on the occasion of his retirement as City Administrator.

Be it further resolved that a copy of this resolution be forwarded to William E. Unthank.
