A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-139-16 TO PROVIDE THAT THE STATE BOARD OF EDUCATION SHALL DEVELOP A CERTIFICATION PROGRAM WHICH SHALL CERTIFY TEACHERS TO INSTRUCT THREE-YEAR-OLD AND FOUR-YEAR-OLD CHILDREN PURSUANT TO THE EARLY CHILDHOOD DEVELOPMENT AND ACADEMIC ASSISTANCE ACT AND OTHER APPLICABLE PROVISIONS OF LAW.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 59-139-16. The State Board of Education, acting through the State Department of Education, shall develop a certification program, not later than the beginning of school year 1997-98, which shall certify teachers to instruct three-year-old and four-year-old children pursuant to the Early Childhood Development and Academic Assistance Act and other applicable provisions of law."

SECTION 2. This act takes effect upon approval by the Governor.
