TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-225 SO AS TO ENCOURAGE MEMBERS OF THE GENERAL ASSEMBLY TO VISIT ELEMENTARY AND SECONDARY SCHOOLS IN THEIR DISTRICTS AND IN THE STATE TO LEARN OF THE SCHOOLS' PROBLEMS AND SUCCESSES AND TO PROVIDE THAT MEMBERS OF THE GENERAL ASSEMBLY VISITING SCHOOLS ON NONLEGISLATIVE DAYS ARE ENTITLED TO THEIR USUAL MILEAGE, SUBSISTENCE, AND PER DIEM FOR SUCH VISITS NOT TO EXCEED THREE DAYS A YEAR; AND BY ADDING SECTION 8-11-56 SO AS TO PRESERVE FOR A PERIOD OF ONE YEAR ANNUAL LEAVE AND COMPENSATORY TIME OF CERTAIN STATE EMPLOYEES WHICH WOULD OTHERWISE BE LOST FOR THE PURPOSE OF PERMITTING THESE EMPLOYEES TO USE SUCH TIME TO VOLUNTEER AT SCHOOLS WITHIN THEIR AREA INCLUDING THOSE THAT THEIR CHILDREN ATTEND.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 2-1-225. The State of South Carolina declares that it is in the best interests of the citizens of this State if members of the General Assembly are encouraged to visit elementary and secondary schools within their district, county, or State to learn firsthand the problems and successes of these schools. Members of the General Assembly during these visits also are encouraged to visit classrooms and if appropriate engage in and contribute to the instruction of the children in the school. Members of the General Assembly visiting schools in the manner provided by this section on nonlegislative days are entitled to their usual mileage, subsistence, and per diem for such visits not to exceed three days a year."
SECTION 2. The 1976 Code is amended by adding:
"Section 8-11-56. The State of South Carolina declares that it is in the best interests of the citizens of this State if state employees who are not teachers or other types of educational personnel are encouraged to volunteer their time at elementary and secondary schools in their area. For this purpose, any annual leave or compensatory time earned by these employees which would be lost in the case of annual leave because it exceeds the maximum number of days which may be carried forward from year to year and in the case of compensatory time because it is not taken within the required time is nevertheless preserved for a period of one year from the date it would be lost. These state employees with the approval of their employers may then use time to volunteer at the schools within their area including those that their children attend."
SECTION 3. This act takes effect upon approval by the Governor.
