To whom was referred a Concurrent Resolution (H. 3544), memorializing the legislature of the State of New York, etc., respectfully

REPORT:

That they have duly and carefully considered the same, and recommend that the same do pass:

A CONCURRENT RESOLUTION

MEMORIALIZING THE LEGISLATURE OF THE STATE OF NEW YORK TO PASS APPROPRIATE LEGISLATION TO REQUIRE THE REINSTATEMENT OF THE STATE FLAG OF GEORGIA IN ITS PROPER PLACE IN THE HALL OF FLAGS AT THE NEW YORK CAPITOL, OR, IN THE ALTERNATIVE, TO REMOVE ALSO THE STATE FLAG OF SOUTH CAROLINA FROM THE NEW YORK CAPITOL'S HALL OF FLAGS.

Whereas, the members of the General Assembly of the State of South Carolina are very concerned to learn that the Governor of the State of New York has removed the State Flag of Georgia from the Hall of Flags at New York's Capitol; and

Whereas, the members understand from widespread media reports that New York Governor Pataki watched approvingly during a brief ceremony at which the flag was removed, and referred to the flag as containing a "symbol of hatred for all Americans"; and

Whereas, the State of Georgia is the much beloved Sister State of the State of South Carolina and we share numerous moments of pride and history; and

Whereas, the State of South Carolina respects the sovereign right of a state to choose the appropriate symbolism for depiction of its pride and history; and

Whereas, the State of South Carolina recognizes that, contrary to Governor Pataki's words, the Confederate Battle Flag, which is incorporated into the Georgia State Flag, is not a "symbol of hatred for all Americans"; but is, in fact, a symbol of the proud heritage of a large number of Americans. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina hereby memorialize the legislature of the State of New York to pass appropriate legislation to require the reinstatement of the State Flag of Georgia in its proper place in the Hall of Flags at the New York Capitol, or, in the alternative, that the legislature of the State of New York pass appropriate legislation to require that the State Flag of South Carolina be removed from the New York Capitol's Hall of Flags to reflect our protest of the disrespect shown our Sister State of Georgia.

Be it further resolved that copies of this resolution be forwarded to the New York State legislature, the legislature of the State of Georgia, and Georgia Governor Zell Miller.
