A JOINT RESOLUTION

TO CREATE A JOINT ELECTRIC POWER DEREGULATION STUDY COMMITTEE TO STUDY ALL PHASES OF THE DEREGULATION OF ELECTRIC POWER PROVIDERS IN SOUTH CAROLINA AND THE MANNER IN WHICH AND CIRCUMSTANCES UNDER WHICH ELECTRIC POWER DEREGULATION SHOULD BE ACCOMPLISHED IN THIS STATE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. There is created a Joint Electric Power Deregulation Study Committee consisting of thirteen members as follows:

(1) three members appointed by the Speaker of the House of Representatives, one of whom must be the Chairman of the Labor, Commerce and Industry Committee;

(2) three members appointed by the President Pro Tempore of the Senate, one of whom must be Chairman of the Senate Labor, Commerce and Industry Committee;

(3) two members appointed by the Governor to represent the for-profit electric utility companies;

(4) two members appoint by the Governor to represent the electric cooperatives of this State;

(5) three members appointed by the Governor to represent the general public.

The Speaker of the House of Representatives, the President Pro Tempore of the Senate, and the Governor when making their appointments shall endeavor to include persons of all races and gender on the Committee.

The purpose of the Joint Electric Power Deregulation Study Committee is to study all phases of the potential deregulation of electric power providers in South Carolina in order to determine the manner in which and circumstances under which electric power deregulation should be accomplished in this State. The staffs of the Senate and House Labor, Commerce and Industry Committees shall provide staff support to the Joint Electric Power Deregulation Study Committee in the performance of its duties.

The study committee shall report its findings, recommendations, and any suggested changes in state law to the General Assembly no later than January 1, 1998, at which time the study committee shall be abolished.

Committee members who are not members of the General Assembly shall receive the usual mileage, subsistence, and per diem provided by law for members of state boards, commissions, and committees. Committee members who are members of the General Assembly shall receive their usual mileage, subsistence, and per diem while on official business of the committee.

SECTION 2. This joint resolution takes effect upon approval by the Governor.
