A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-1-441 SO AS TO REAFFIRM THAT PRAYER IS PERMISSIBLE AT ALL PUBLIC ACTIVITIES AND EVENTS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 59-1-441. The legislative intent and purpose of this section is to protect the freedom of speech guaranteed by the First Amendment to the United States Constitution, to define for the citizens of South Carolina the rights and privileges that are accorded them at all public activities and events on public property. The intent and purpose of the General Assembly is to accommodate the free exercise of religious rights of its citizens at public activities and events as provided to them by the First Amendment to the United States Constitution and the judicial interpretations of the First Amendment as given by the United States Supreme Court."

SECTION 2. This act takes effect upon approval by the Governor.
