A CONCURRENT RESOLUTION

URGING THE STATE BUDGET AND CONTROL BOARD TO REVIEW ITS CONTRACT FOR LONG DISTANCE SERVICES, IN PARTICULAR TOLL FREE, ONE-PLUS, AND CREDIT CARD CALLING, AND IF IT IS DETERMINED THAT MORE ADVANTAGEOUS CONDITIONS, TERMS, OR RATES ARE AVAILABLE, FURTHER URGING THE STATE BUDGET AND CONTROL BOARD TO REBID THESE LONG DISTANCE SERVICES AS SOON AS POSSIBLE.

Whereas, the citizens of South Carolina entrust much of the fiscal affairs of state government to the General Assembly and rely on its practices and policies to provide sound fiscal management; and

Whereas, it is incumbent upon the General Assembly to guide the State in all fiscal matters, to strive for sound business practices, and the most efficient and effective use of taxpayers' funds; and

Whereas, an expenditure of the State that may well bear closer scrutiny and possible modification is the cost of long distance service provided to the State. Now therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly, by this resolution, urges the State Budget and Control Board to review its contract for long distance services, in particular toll free, one-plus, and credit card calling, and if it is determined that more advantageous conditions, terms, or rates are available, the General Assembly further urges the State Budget and Control Board to rebid these long distance services as soon as possible.

Be it further resolved that a copy of this resolution be forwarded to

Luther F. Carter, Director, State Budget and Control Board.
