A CONCURRENT RESOLUTION

RECOGNIZING DR. WALTER L. TOBIN, SUPERINTENDENT OF ORANGEBURG COUNTY CONSOLIDATED SCHOOL DISTRICT FIVE, FOR HIS THIRTY YEARS OF CONTRIBUTION TO PUBLIC EDUCATION AND FOR HIS SELECTION AS SOUTH CAROLINA SUPERINTENDENT OF THE YEAR BY THE STATE ASSOCIATION OF SCHOOL ADMINISTRATORS.

Whereas, Dr. Walter L. Tobin currently serves as Superintendent of Orangeburg County Consolidated School District Five; and

Whereas, he began his service to public education in South Carolina as a classroom teacher in 1964 after graduating from South Carolina State College with a Bachelor of Arts degree in English and Social Studies; and

Whereas, he earned the Master of Education degree from South Carolina State and the Educational Specialist degree in Educational Administration from the University of South Carolina in Columbia while continuing to serve public education as teacher, principal, and in administration; and

Whereas, Dr. Tobin provided leadership as Director of Adult Education for the State Department of Education for six years; and

Whereas, during that time he earned a doctorate from the University of South Carolina in Educational Administration; and

Whereas, he applied his educational knowledge and experience to the position of Superintendent of Lexington School District Four and, later, at Orangeburg School District Five; and

Whereas, his reputation for professionalism, fairness, and openness earned him the slot of Superintendent of Orangeburg County's recently Consolidated School District Five; and

Whereas, his education expertise and leadership continue to serve the State of South Carolina as he guides the citizens of Orangeburg County through the transition into consolidation; and

Whereas, his peers among the South Carolina Association of School Administrators have honored his performance by selecting him as the Superintendent of the Year. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly recognize Dr. Walter L. Tobin, Superintendent of Orangeburg County Consolidated School District Five, for his thirty years of contribution to public education in this State and for his selection as South Carolina Superintendent of the Year by the state Association of School Administrators.

Be it further resolved that a copy of this resolution be forwarded to Dr. Walter L. Tobin.
