PROVIDING FOR A NONBINDING REFERENDUM IN WILLIAMSBURG COUNTY HELD AT THE TIME OF THE 1998 GENERAL ELECTION TO ASCERTAIN THE VIEWS OF THE QUALIFIED ELECTORS OF THE COUNTY AS TO WHETHER THE STATE CONSTITUTION SHOULD BE AMENDED TO ALLOW A STATE OR LOCAL GOVERNMENT RUN LOTTERY, OR BOTH, WITH THE LOTTERY PROCEEDS USED TO SUPPORT PUBLIC EDUCATION AND BUILD INFRASTRUCTURE IMPROVEMENTS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The Williamsburg County Election Commission shall conduct a nonbinding referendum at the time of the 1998 general election to ascertain the views of the qualified electors of the county as to whether the State Constitution should be amended to allow a lottery operated by the State, or local governments, or both, the proceeds of which are used to support public education, including public higher education, and to build infrastructure improvements, including water and sewer lines, roads, and bridges. The election commission shall place the question contained in Section 2 on the general election ballot in November, 1998. The state election laws apply to this referendum, mutatis mutandis. The results of the referendum must be certified to all members of the legislative delegation of the county.
SECTION 2. The question put before the qualified electors of Williamsburg County at the 1998 referendum must read as follows:
"Do you favor amending the Constitution of this State to allow a lottery run by the State or local governments, or both, the proceeds of which must be used to support public education, including public higher education, and build infrastructure improvements, including water and sewer lines, roads, and bridges?
Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'No'."
SECTION 3. This joint resolution takes effect upon approval by the Governor.
