TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTIONS 56-1-85 AND 56-3-627 SO AS TO PROVIDE THAT A PERSON WHO WAITS IN LINE MORE THAN TEN MINUTES TO RECEIVE A DRIVER'S LICENSE OR MOTOR VEHICLE REGISTRATION AND LICENSE PLATE FROM THE DEPARTMENT OF PUBLIC SAFETY SHALL RECEIVE THE DRIVER'S LICENSE OR MOTOR VEHICLE REGISTRATION AND LICENSE PLATE WITHOUT CHARGE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 56-1-85. A person who waits in line at a Department of Public Safety facility more than ten minutes to receive a driver's license that he is entitled to receive must be issued it without charge."
SECTION 2. The 1976 Code is amended by adding:
"Section 56-3-627. A person who waits in line at a Department of Public Safety facility for more than ten minutes to receive a motor vehicle registration and license plate that he is entitled to receive must be issued it without charge."
SECTION 3. This act takes effect upon approval by the Governor.
