A HOUSE RESOLUTION

COMMENDING AND THANKING RICHARD P. "RICK" FULMER FOR HIS OUTSTANDING SERVICE AS STAFF COUNSEL TO THE EDUCATION AND PUBLIC WORKS COMMITTEE, FOR HIS DEDICATION, AND FOR HIS LOYALTY TO THE HOUSE OF REPRESENTATIVES.

Whereas, Richard P. "Rick" Fulmer began working for the Education and Public Works Committee of the House of Representatives in November, 1988, and finished his service with the committee as staff counsel in January, 1998; and

Whereas, Rick's duties with the committee included, among other matters: drafting and reviewing proposed transportation legislation, including transportation and gas tax portions of the state's restructuring enactment; briefing members on all statutes and regulations regarding transportation; researching and writing legislative summaries; briefing the committee chairman and members prior to and during committee meetings and on the House floor; responding to constituent inquiries; and preparing speeches and press releases for members; and

Whereas, Rick received an Associate of Arts Degree from Greenville Technical College in 1977; and

Whereas, at Greenville Tech, he served as student body senator and was named Most Valuable Player for the tennis team; and

Whereas, Rick received a Bachelor of Arts Degree in Business Administration from Furman University in 1979; and

Whereas, he attended the University of South Carolina School of Law where he served on the South Carolina Law Review from 1981 to 1983 and graduated in the top twenty-five percent of his class; he earned his Juris Doctor Degree in 1983 and was admitted to the South Carolina Bar; and

Whereas, he served as law clerk to the Honorable James B. Stephen, Circuit Judge, Seventh Judicial Circuit, from 1983 to 1984, was an associate with the law firm of Butler, Means, Evins and Browne of Spartanburg from 1984 to 1987, and served as staff attorney to the South Carolina Supreme Court from 1987 to 1988; and

Whereas, Rick is known and admired for his diligence, intelligence, and dedication; his likable personality and politeness endeared him to the members and the staff of the House of Representatives; he always sought to make the work of the Education and Public Works Committee go smoothly for the committee members; and he was valued for his loyalty and friendship by all of the members of the House of Representatives; and

Whereas, we want Rick to know that his services to the House will always be greatly appreciated. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, commend and thank Richard P. "Rick" Fulmer for his outstanding service as staff counsel to the Education and Public Works Committee, for his dedication, and for his loyalty to the House of Representatives.

Be it further resolved that a copy of this resolution be forwarded to Rick Fulmer.
