A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 16-19-65 SO AS TO PROVIDE THAT IT IS UNLAWFUL TO OFFER FOR SALE "SCRATCH AND WIN" CARDS OR REQUIRE A PERSON TO PURCHASE AN ITEM IN ORDER TO RECEIVE A CARD AND TO PROVIDE A PENALTY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 16-19-65. It is unlawful to offer for sale 'scratch and win' cards or require a person to purchase an item in order to receive a 'scratch and win' card. A person who violates a provision of this section is guilty of a misdemeanor and must be fined not less than ten thousand dollars."

SECTION 2. This act takes effect upon approval by the Governor.
