A BILL

TO AMEND SECTION 20-7-490, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO DEFINITIONS USED IN CONNECTION WITH CHILD ABUSE AND NEGLECT, SO AS TO REVISE THE DEFINITION OF "CHILD" TO STATE THAT IT IS A PERSON UNDER THE AGE OF EIGHTEEN WHO HAS BEEN BORN.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Section 20-7-490(1) of the 1976 Code, as last amended by Act 450 of 1996, is further amended to read:

"(1) 'Child' means a person under the age of eighteen who has been born;"

SECTION 2. All proceedings pending and all rights and liabilities, existing, acquired, or accrued at the time this act takes effect are saved. Except as otherwise provided, the provisions of this act apply prospectively to crimes and offenses committed on or after the effective date of this act.

SECTION 3. This act takes effect July 1, 1998.
