A CONCURRENT RESOLUTION

TO RECOGNIZE THE HISTORICAL LINKS BETWEEN BARBADOS AND THE CARIBBEAN TO SOUTH CAROLINA, AND TO COMMEND ALL THOSE WHO PARTICIPATED IN THE CULTURAL EXCHANGE BETWEEN BARBADOS AND THE STATE OF SOUTH CAROLINA , INCLUDING MS. RHODA GREEN, PRESIDENT OF THE CAROLINA CARIBBEAN ASSOCIATION, FOR THEIR EFFORTS IN STRENGTHENING THE RELATIONSHIP BETWEEN THE STATE OF SOUTH CAROLINA AND THE ISLAND OF BARBADOS.

Whereas, in November, 1997, a cultural exchange between Barbados and South Carolina was conducted, which strengthened the ties between the Island of Barbados and the Caribbean to South Carolina; and

Whereas, a number of individuals was instrumental in this exchange, including Ms. Rhoda Green, President of the Carolina Caribbean Association, the Honorable Jeanette Hyde, then United States Ambassador to Barbados, and the Honorable Billie Miller, Deputy Prime Minister of Barbados; and

Whereas, the individuals who participated in this exchange from South Carolina were: Rep. Alex Harvin, Mrs. Brenda Scott, Mr. Curt Cottle, Dr. Rosemary Brana-Shute, Mr. Steve Hoffius, Susan Dunn, Esquire, Ruth Williams Cupp, Esquire, Mrs. Karen Padgett Prewitt, Mrs. Helen Hogan, Mrs. Winnie Greene, Miss Tamesha Wright, Mr. Jim Dickinson, Mr. Harold Burrows, Ms. Lisa Turner, Mrs. Irene Smith, Mrs. Grace Maynard Rashford, Mr. Robert H. Green, Mrs. Rhoda Maynard Green, Mr. Herb Frazier, and Mrs. Valarie Gadsden Bowen; and

Whereas, the State of South Carolina recognizes its historical, cultural, and social links with the Caribbean and that the lord proprietors, those seeking wealth and freedom, indentured servants, and enslaved Africans traveling from or through Barbados colonized the Carolinas in May, 1670; and

Whereas, Barbadians and English colonizers with Barbados interests transported the Barbados model of government and the plantation system developed in Barbados and the British Caribbean to the Carolinas; and

Whereas, the flow of goods, people, news, and ideas continued into the eighteenth century influencing all facets of Carolinian society such as government, law, education, religion, surnames, architecture, art, music, food, language, and racial attitudes; and

Whereas, the South Carolina Heritage Corridor Act of 1996 officially established the Heritage Corridor as the South Carolina National Heritage Corridor; and

Whereas, the State of South Carolina and the island of Barbados view Heritage Tourism as an important industry and a vehicle whereby visitors and tourists to these regions can better understand, learn, and enjoy their unique history; and

Whereas, Barbados and South Carolina view the exchange of ideas, the ability to conduct further study and research, social, artistic, recreational, and other interaction as vital tools to use in exploring the implications and ramifications of our common history on the road toward reconnecting people, building respect, mutual trust, creating good will and racial harmony amongst all the world's people in enlightening and enjoying activities; and

Whereas, Barbados and South Carolina endeavor to use Heritage Tourism as a means to put their common history into perspective, dispel myths and stereotypes and highlight the contributions of all members of their societies at home and abroad. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, recognize the historical links between Barbados and the Caribbean to South Carolina, and commend all those who participated in the cultural exchange between Barbados and the State of South Carolina including Ms. Rhoda Green, President of the Carolina Caribbean Association, for their efforts in strengthening the relationship between the State of South Carolina and the Island of Barbados.

Be it further resolved that a copy of this resolution be forwarded to Ms. Rhoda Green.
