A BILL

TO AMEND TITLE 59, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO EDUCATION BY ADDING CHAPTER 153 SO AS TO ESTABLISH THE SOUTH CAROLINA STUDENT VOLUNTEER OF THE YEAR AWARD AND TO REQUIRE SCHOOL DISTRICTS TO ORGANIZE VOLUNTEER PROGRAMS FOR STUDENTS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Title 59 of the 1976 Code is amended by adding:

"CHAPTER 153

The South Carolina Student Volunteer of the Year Award

Section 59-153-10. There is established the South Carolina Student Volunteer of the Year Award to recognize the South Carolina boy and girl of high school age or under who most exemplify that volunteer spirit and commitment that make volunteerism such an extraordinary part of the American personality and culture. The nomination and selection process must be coordinated by each school district. A boy and girl student under the age of nineteen years who have served in volunteer capacities for at least twelve months with a public or private agency must be nominated by the district for the award. Recommendations for nominations may be made by the agency the volunteer serves or the student's school, church, fraternal, or other organization with which the student is associated. Nominations must be forwarded to the State Board of Education no later than February first of each year.

From nominations received, the State Board of Education by April fifteenth of each year shall select one boy and girl to be the annual award recipients. The Student Volunteer of the Year Award must be presented at an appropriate ceremony at the General Assembly.

Section 59-153-20. Each school district shall devise, implement, and promote a student volunteer program that connects students desiring to do volunteer work with appropriate community groups that make use of volunteers."

SECTION 2. This act takes effect upon approval by the Governor.
