A CONCURRENT RESOLUTION

RECOGNIZING THE WORK AND ACCOMPLISHMENTS OF WILLIAM D. BILTON, EXECUTIVE DIRECTOR OF THE SOUTH CAROLINA COMMISSION ON PROSECUTION COORDINATION, AND CONGRATULATING HIM ON THE SUCCESSFUL COMPLETION OF HIS TERM AS PRESIDENT OF THE NATIONAL ASSOCIATION OF PROSECUTOR COORDINATORS AND FOR HIS SERVICE ON THE BOARD OF DIRECTORS OF THE NATIONAL ASSOCIATION OF DISTRICT ATTORNEYS.

Whereas, William D. Bilton began his career in the criminal justice and judicial systems in 1987 as an assistant solicitor with the Fifth Judicial Circuit and spent nearly four years as a successful prosecutor under the leadership of Solicitor James C. Anders; and

Whereas, following the creation of the South Carolina Commission on Prosecution Coordination in 1990, William Bilton was tapped to become the commission's first executive director and has performed admirably in that position since assuming office in January of 1991; and

Whereas, the commission, through Mr. Bilton's efforts and those of the commission staff, has provided all circuit solicitors the administrative support and continuing legal education programs so vital to maintaining the highest professional standards in the prosecution of criminal cases throughout the State; and

Whereas, recognition, as the result of such fine work and positive efforts, came to the commission as a public body and to William Bilton as executive director through his election as Vice President of the National Association of Prosecutor Coordinators in July of 1996; and

Whereas, Mr. Bilton was further honored by being elected as president of this prestigious organization in July of 1997; at the same time he became a member of the Board of Directors of the National Association of District Attorneys; and

Whereas, Mr. Bilton will complete his term as president in July, 1998; he has rendered outstanding service and, in doing so, has brought positive recognition to South Carolina; we are grateful for his efforts, hard work, and dedication and are pleased to have this opportunity to accord him special recognition. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, recognizes the work and accomplishments of William D. Bilton, Executive Director of the South Carolina Commission on Prosecution Coordination, and congratulates him on the successful completion of his term as President of the National Association of Prosecutor Coordinators and for his service on the Board of Directors of the National Association of District Attorneys.

Be it further resolved that a copy of this resolution be forwarded to Mr. Bilton and to the headquarters office of the National Association of Prosecutor Coordinators.
