A CONCURRENT RESOLUTION

COMMENDING THE HONORABLE HARRIET GARDIN FIELDS FOR HER DEDICATED SERVICE TO THE CITIZENS OF RICHLAND COUNTY DURING HER TENURE ON THE RICHLAND COUNTY COUNCIL AND EXTENDING BEST WISHES TO HER IN ALL HER FUTURE ENDEAVORS.

Whereas, the Honorable Harriet Gardin Fields has represented the citizens of Richland County as a member of the Richland County Council since 1989 and was chairman from 1993 to 1997, the longest chairmanship served in the history of county council; and

Whereas, Mrs. Fields was born in Pasco, Washington in 1944 and graduated from Granard High School. She received a bachelor of science degree in education from South Carolina State University and a Master's in education from the University of South Carolina; and

Whereas, she married Avery C. Fields in 1967 and they are blessed with one son, Avery C. Fields, Jr., and a lovely daughter-in-law, Erica Bryant Fields; and

Whereas, in addition to her public service as council member, Mrs. Fields is a licensed professional counselor and supervisor and a nationally certified career counselor, managing her own consulting and counseling firm, H. G. Fields and Associates; and

Whereas, she has served as the Southern Regional Director of the National Organization of Black County Officers and has been a very active member in many professional and civic organizations, including American Business Women's Association, South Carolina Counseling Association, American Counseling Association, Multi-cultural Counseling Association, National Association of Counties, National Association of Black County Officials, and National Democratic County Officials Executive Committee. She is a member of the Central Midlands Council of Governments and the North Columbia Civic Club, and she serves on the Board of Directors of the Capital Senior Center; and

Whereas, during her tenure on county council, over ten thousand jobs were created, countywide fire service was begun, an emergency countywide team was trained at the National Fire Academy to respond to crises, and eleven fire stations, a new administration building, new health department, and a new main library and nine branches were built; the sheriff's department was relocated and the old sheriff's department was renovated for a traffic court and a new detention center; additionally, the county received eight National Association of Counties Achievement Awards as well as the J. Mitchell Graham Award, the highest award given by the South Carolina Association of Counties; and

Whereas, Chairman Fields was instrumental in unifying county council and in creating an environment in which the council began work with other governments on regional projects such as the River Alliance and Central Carolina Economic Development Alliance; and

Whereas, Harriet G. Fields has been an outstanding county council member and effective leader, and in her drive, determination, and hard work she has served the citizens of Richland County and this State very well; and

Whereas, the members of the General Assembly are pleased to have this opportunity to recognize the Honorable Harriet G. Fields for her many years of public service and her contributions to improving the lives of the citizens of this State. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, commend the Honorable Harriet Gardin Fields for her dedicated service to the citizens of Richland County during her tenure on the Richland County Council and extend best wishes to her in all her future endeavors.

Be it further resolved that a copy of this resolution be forwarded to the Honorable Harriet Gardin Fields.
