A CONCURRENT RESOLUTION

TO EXTEND SINCERE CONGRATULATIONS AND BEST WISHES OF THE MEMBERS OF THE GENERAL ASSEMBLY TO BRIGADIER GENERAL JERALD RAY HELGESON, UPON HIS RETIREMENT AS COMMANDER, SOUTH CAROLINA STATE GUARD, SECOND BRIGADE, ON JANUARY 31, 1998.

Whereas, the members of the General Assembly have learned that Brigadier General Jerald Ray Helgeson will be retiring as Commander, Second Brigade, on January 31, 1998; and

Whereas, Brigadier General Helgeson graduated from Joliet Township High School in 1950 and earned an associate of arts and science degree in General Business from Mercer County Community College in 1986; and

Whereas, Brigadier General Helgeson served with the Illinois National Guard and on active duty with the United States Army before beginning his service to the State of South Carolina in 1966 with the South Carolina Army National Guard; and

Whereas, he retired as a Brigadier General from the National Guard on March 27, 1990, with more than forty-one years of active service; and

Whereas, Brigadier General Helgeson was appointed as a Colonel in the South Carolina State Guard on February 2, 1992, as Deputy Commander of the Second (Highland) Brigade and served in that position until his reassignment as Commander on October 8, 1994; and

Whereas, Brigadier General Helgeson was prestigiously promoted to Brigadier General in the State Guard on January 12, 1995; and

Whereas, Brigadier General Helgeson completed the Air Defense Artillery Familiarization Course, Nuclear, Biological, and Chemical Defense Course, Air Defense Artillery Officer Advanced Course, the Infantry and Engineer Officer Basic Courses, obtained his commission through the Officer Candidate School, and is a graduate of the Command and General Staff College; and

Whereas, Brigadier General Helgeson's military awards include the Legion of Merit, Army Reserve Components Achievement Medal with four oak leaf clusters, National Defense Service Medal, Korean Service Medal, Armed Forced Reserve Medal with four hourglasses, United Nations Service Medal, South Carolina Active State Service Medal (20 years), the South Carolina Governor's Unit Citation, South Carolina State Guard Medal of Merit, Commendation Medal, Individual Achievement Ribbon, Longevity Service Medal, Service Ribbon with four bronze stars, Emergency Service Training Ribbon, Military Readiness, and the Military Proficiency Award; and

Whereas, as President of T&Z Technologies, Brigadier General Helgeson invested one million dollars in a new plastics facility at the South Airport Industrial Park in Liberty that created over fifty-five new jobs for Pickens County; and

Whereas, Brigadier General Helgeson is and continues to be an upstanding and well-respected leader throughout the Anderson community and the State of South Carolina; and

Whereas, the members of the General Assembly, by this resolution, would like to publicly recognize and thank him for his lifelong dedication and devotion to his family, his community, his state and his nation. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly of the State of South Carolina hereby extend sincere congratulations and best wishes upon the occasion of his retirement to Brigadier General Jerald Ray Helgeson for a distinguished thirty years of dedicated military service to this state and nation.

Be it further resolved that a copy of this resolution be forwarded to Brigadier General Jerald Ray Helgeson.
