The House assembled at 2:00 P.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Almighty God, as we come into Your presence in prayer, we are aware of the cloud of witnesses who look upon us as we do our work and more so under the scrutiny of Your judgment. We ask for courage like many who have gone before us and who fought boldly for what is right. Forbid that we should nurse our disappointments, or to brood over our defeats, or to be battered by our fears. Remind us that prayers for wisdom, for vision, and for fortitude never go unanswered.

We pray to our God Who is always near enough to hear us when we pray. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

A TRIBUTE TO AN ANGEL - JEAN LANEY HARRIS

Words cannot adequately describe my emotions as I feebly attempt to express a fitting tribute to my dear friend and beloved colleague, Jean Laney Harris. How can a few words capture the spirit of this remarkable woman? Jean Harris was an angel among us. As we all struggle with the loss of this angel and share our grief with Tony and her wonderful family, I am comforted by the thought of her sweet reassuring voice telling me "now, Dougie, you'll do just fine."

This angel among us - Jean Laney Harris - had a profound impact upon all the lives she touched. To her husband, Tony, she was the perfect loving wife. Her love for him and the grace she heaped upon him served as a guide to her children and to all of us in our relationships.

To her four children, who always remained first and precious in her life, she was a devoted mother. No matter the distractions of her life, Jean never stopped loving and nurturing her own four children and her grandson. Her gentle loving spirit made her the perfect mother. But Jean did not only share this love and spirit with her own immediate family. Her special human touch with people was evident in everything she did. Jean had a unique way of showing this special motherly love for all children of our State, which made it quite easy and natural for her to be such a strong advocate of education, both in her local community and her State.

This angel among us was also a dedicated and effective stateswoman. Jean's public service was not limited to the days she spent in Columbia. Home or away, Jean was constantly on the phone working, helping and serving. Her dedicated and cheerful service to this community, this State, and to her God serves as a tremendous example to all other public servants.

Jean's appreciation for the arts and for the finer things in life - and her insistence that our state not ignore its cultural affairs - made South Carolina a more beautiful place to live. Her tenacity and dedication to certain projects serving the people of her beloved community - such as, for example, the Cheraw State Park, Chesterfield-Marlboro Technical College, and the local Library project touched the lives of many citizens of Chesterfield County and beyond.

The world will not be the same without Jean. But it is a better place because of Jean. She gave so much of herself and we are all better off today for having known her. So as we gather here today to celebrate her life and her goodness, we also thank her family for sharing her with all of us and with the State of South Carolina.

Will Rogers said "we can't all be heros because someone has to sit on the curb and clap as they go by." As we look around this church, we see many people who have been and are quite content - indeed honored - to sit on the curb today and clap for Jean Harris because she was a hero in every sense of the word and a grand role model of what a wife, a mother, and a leader should be. We have been blessed and we are all better for her quiet courage, her gentle strength, and her wonderful charm and humor.

It has been said that the more complete one's life is, and the more one's creative capacities are fulfilled, the less one fears death... that people are not afraid of death per se, but of the incompleteness of their lives. In a sense, we all feel that there is so much more that Jean could have done, but I dare say that her life was complete long before it was over. She had time, as Oliver Wendell Holmes said, to "hear the kind voices of friends and say to herself, 'the work is done'." Therefore, I do not believe that Jean Harris feared death because she led such a complete life and she so generously shared the richness of her spirit with every one of us.

This angel among us will now watch over us from the stars, and she will make the face of heaven so fine that all the world will be in love with night.

Jean Laney Harris - loving wife, devoted mother, dedicated stateswoman. Her like will not soon pass this way again.

Whereas, the members of the General Assembly were deeply saddened to learn of the death of The Honorable Charlton Bowen Horger at the age of eighty-three; and

Whereas, Charlton B. Horger was born in Eutawville on January 26, 1914; and

Whereas, surviving are his wife, Mary Catherine Rhame Horger of the home; a daughter, Mrs. Frank (Kit) Wannamaker of St. Matthews; a son, Robert R. Horger of Orangeburg; two brothers, Richard C. Horger of Orangeburg and William A. Horger of Eutawville; and three grandchildren; and

Whereas, he received an A.B. degree (1936) and earned a law degree, both from the University of South Carolina; and

Whereas, he was admitted to the Bar in 1938 before serving three years in World War II; and

Whereas, The Honorable Charlton Bowen Horger was a member of the South Carolina House of Representatives from 1946 to 1952, serving as a member of the Judiciary Committee; was a member of the South Carolina Highway Commission from 1964 to 1968 and from 1952 to 1956, serving as chairman; appointed to the Committee on Grievances and Discipline for two consecutive terms; formerly a member of the United States Fourth Circuit Judicial Conference; former member of the Bar Counsel of the South Carolina Bar; served two terms on the Board of Law Examiners; former Chairman Emeritus of the Board of Directors of First National Bank (Orangeburg based), having served as a director, president (1977-1980) and Chairman of the Board (1980-1987); was a Fellow of the American College of Trial Lawyers; and was a member of St. Paul's United Methodist Church; and

Whereas, he labored tirelessly in numerous areas for the betterment of Orangeburg County and was admired and loved by countless individuals in his community; and

Whereas, The Honorable Charlton B. Horger's death represents a tremendous loss to Orangeburg and in truth, the State of South Carolina, and we want the members of his family and many friends to know that they are uppermost in our thoughts and prayers during this difficult time. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, extend their deepest sympathy to the family and many friends of The Honorable Charlton Bowen Horger, noted Orangeburg Attorney and former member of the South Carolina House of Representatives, upon his death on Monday, January 27, 1997.

Be it further resolved that a copy of this resolution be forwarded to
his family.

The Concurrent Resolution was adopted and ordered sent to the Senate.
