TO AMEND CHAPTER 3, TITLE 43, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE DEPARTMENT OF SOCIAL SERVICES, BY ADDING SECTION 43-3-115 SO AS TO REQUIRE THE DEPARTMENT TO BE FINANCIALLY RESPONSIBLE FOR PROVIDING OFFICE SPACE AND RELATED FACILITY EXPENSES FOR COUNTY DEPARTMENT OF SOCIAL SERVICES OFFICES AND TO FURTHER PROVIDE THAT BEGINNING IN FISCAL YEAR 2000-2001, THE DISBURSEMENT MADE TO EACH COUNTY AS A PART OF AID TO SUBDIVISIONS SHALL BE REDUCED BY AN AMOUNT EQUAL TO THE SUMS PAID BY THE RESPECTIVE COUNTY FOR COUNTY OFFICE EXPENSES.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Chapter 3, Title 43 of the 1976 Code is amended by adding:
"Section 43-3-115. (A) The Department of Social Services shall be financially responsible for providing office space and facility service, including janitorial, utility, and phone services, and related supplies for county department of social services offices. The department is responsible for including these expenses in its annual budget submitted to be included in the Annual General Appropriation bill.
(B) Beginning in fiscal year 2000-2001, and each year after that, the disbursement made to each county as a part of aid to subdivisions shall be reduced by an amount equal to the sums paid by the respective county for the providing of the expenses delineated in subsection (A) in fiscal year 1999-2000. The Budget and Control Board is authorized to adjust annually the reduction in aid to subdivisions in relation to the base year to account for inflation."
SECTION 2. This act takes effect upon approval by the Governor.
