TO AMEND SECTION 1-11-310, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ACQUISITION AND DISPOSAL OF VEHICLES IN THE STATE FLEET, SO AS TO REQUIRE FIRST PRIORITY FOR PURCHASE OF PASSENGER VEHICLES BEING DISPOSED OF TO HEADS OF HOUSEHOLDS RECEIVING AID TO FAMILIES WITH DEPENDENT CHILDREN (AFDC) OR TO PUBLIC OR PRIVATE NONPROFIT AGENCIES WORKING WITH FAMILIES RECEIVING AFDC FOR THE PURPOSE OF ASSISTING THESE FAMILIES IN BECOMING SELF-SUFFICIENT.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 1-11-310 of the 1976 Code, as last amended by Act 459 of 1996, is further amended by adding at the end:
"(H) Before a state fleet sedan or station wagon is disposed of by the director of the Division of Motor Vehicle Management, the vehicle must be offered for purchase to heads of households receiving Aid to Families with Dependent Children (AFDC) or to public or private nonprofit agencies working with families receiving AFDC for the purpose of assisting the family or families in becoming self-sufficient, especially for use as transportation to job training programs, educational programs, or places of employment."
SECTION 2. This act takes effect July 1, 1999.
