A CONCURRENT RESOLUTION

TO RECOGNIZE AND COMMEND THE HONORABLE WILLIAM DANIEL "BILLY" BOAN OF LANCASTER COUNTY FOR HIS SIXTEEN YEARS OF EXCELLENT SERVICE TO THE CONSTITUENTS OF HOUSE DISTRICT 44, THE HOUSE OF REPRESENTATIVES, ITS LEADERSHIP, AND THE CITIZENS OF THE STATE OF SOUTH CAROLINA, AND TO EXTEND BEST WISHES TO OUR MOST ESTEEMED FRIEND AND COLLEAGUE IN HIS POSITION AS DEPUTY CHIEF OF STAFF FOR LEGISLATIVE AND BUDGET AFFAIRS FOR THE NEW GOVERNOR.

Whereas, the Honorable William Daniel "Billy" Boan is a life-long resident of Lancaster County and a 1972 graduate of the University of South Carolina, who began his professional life as a teacher and coach for five years and later opened the Heath Springs Insurance Agency located in Heath Springs, South Carolina; and

Whereas, since 1995, Billy has served as the Executive Director of the Lancaster County Economic Development Corporation; and

Whereas, first elected to the House of Representatives from House District 44 in 1983, Billy Boan has served continuously in that position until his resignation effective January 13, 1999; and

Whereas, his first two years in the House were served on the Education and Public Works Committee, and the next two years were served on the Labor, Commerce and Industry Committee; and

Whereas, after that service he was assigned to the Ways and Means Committee in 1987 where he has served for more than eleven years and as chairman of that committee and a member of the State Budget and Control Board from 1991 until 1995; and

Whereas, it is a sign of the esteem with which he is held by his colleagues and the House leadership that during his tenure, he was appointed by two different Speakers, Robert J. Sheheen and David H. Wilkins, to serve on seven separate conference committees; and

Whereas, many projects critical to ensuring the future well-being of the State were accomplished through the forceful and fair leadership of Billy Boan, such as the restructuring of state government and property tax reform; and

Whereas, Billy Boan was a strong voice and important player in leading the House of Representatives to pass the Legislative Incentives for Future Excellence (LIFE) scholarship bill, which became Act 418 of 1998; and

Whereas, Billy Boan has been honored by many groups over the years for his dedication, diligence, and service to the State receiving numerous awards reflecting his comprehensive interest in and knowledge of the various facets of South Carolina policy and programs, such as Legislator of the Year in 1988 from the South Carolina School Boards Association, Legislator of the Year in 1991 from the South Carolina Chamber of Commerce, and Legislator of the Year in 1992 from the South Carolina Association of Counties; and

Whereas, by an honorary degree from the Medical University of South Carolina in 1995 and an honorary doctorate from the University of South Carolina in December, 1998, these universities also have recognized Billy Boan's tireless public service and leadership; and

Whereas, he is universally known, respected, and admired for his high principles and conscientiousness and as a person whose ability, intelligence, and humility have served the State so well; and

Whereas, Billy Boan is a devoted family man with a loving wife, the former Jean McCaskill, a teacher at North Central High School, and two children, Anna, a recent graduate of the University of South Carolina, and Daniel, a sophomore attending the University of South Carolina at Lancaster; and

Whereas, the congregation of Salem United Methodist Church in Heath Springs, where Billy chairs the Administrative Board and teaches Sunday School, has benefited from his strong values, faithfulness, and his service ethic; and

Whereas, we take great pleasure in this opportunity to express our deepest appreciation for his sixteen years of dedicated and excellent public service as an elected representative and to express our gratitude that we have had the honor and pleasure of being a part of the legislative process with him; and

Whereas, while Billy Boan is resigning from his elected office in the House of Representatives effective January 13, 1999, we are also pleased that he has chosen to continue in public service as an integral member of the new Governor's executive staff in the position of Deputy Chief of Staff for Legislative and Budget Affairs. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and commend the Honorable William Daniel "Billy" Boan of Lancaster County for his sixteen years of excellent service to the constitutents of House District 44, the House of Representatives, its leadership, and the citizens of the State of South Carolina, and extend best wishes to our most esteemed friend and colleague in his position as Deputy Chief of Staff for Legislative and Budget Affairs for the new Governor.

Be it further resolved that a copy of this resolution be presented to the Honorable William Daniel "Billy" Boan.
