EXPRESSING THE APPRECIATION OF THE GENERAL ASSEMBLY TO WILLIAM JEFFREY "JEFF" YOUNG, OF SUMTER, SOUTH CAROLINA, FOR HIS YEARS OF SERVICE IN THE GENERAL ASSEMBLY AS THE ELECTED REPRESENTATIVE OF DISTRICT 67, AND TO RECOGNIZE HIS HARD WORK AS A REPRESENTATIVE AND AS A MEMBER AND SUBCOMMITTEE CHAIRMAN OF THE HOUSE JUDICIARY COMMITTEE, AND TO ACKNOWLEDGE HIS MANY CONTRIBUTIONS TO THE STATE OF SOUTH CAROLINA AND TO SUMTER AND CLARENDON COUNTIES.
Whereas, William Jeffrey "Jeff" Young served ably as the elected representative of District 67 from 1995-1998; and
Whereas, Jeff joined the House of Representatives as a freshman member in 1995 ready to contribute to the debate of important issues; and
Whereas, within two months of his arrival, Jeff had introduced a bill entitled the "Law Abiding Citizens Self Defense Act" to allow South Carolina citizens the right to obtain permits from the South Carolina Law Enforcement Division to carry concealed weapons; and
Whereas, this bill was actively discussed and debated for two sessions until passed and signed by the Governor in 1996 with Jeff energetically expounding the bill's virtues yet finding the necessary compromises to ensure its passage; and
Whereas, Jeff tirelessly contributed to the success of the House Judiciary Committee by serving as a subcommittee chairman for the General Laws Subcommittee and then the Constitutional Laws Subcommittee; and
Whereas, Jeff chaired important meetings and hearings of these subcommittees on important issues as diverse as the partial birth abortion ban, the victims' rights legislation, and the regulatory takings bill; and
Whereas, Jeff served ably on the House Rules Committee as well; and
Whereas, over the years Sumter has benefited from Jeff's public service involvement in many local service and community organizations such as the Sumter Sertoma Club, the Sumter Sunrise Rotary Club, the Sumter Area Citadel Club, the Sumter Chamber of Commerce, and the United Way Board of Directors; and
Whereas, Jeff is an active member of the one hundred seventy-five year old First Presbyterian Church in Sumter and has served as a moderator on the Board of Deacons, and as an Elder for this historic church; and
Whereas, the United States Air Force and Air Force Reserve play an important part in Jeff's life as he is a Major in the Air Force Reserves and has been awarded the Air Force Commendation Medal with Oakleaf Cluster; and
Whereas, the General Assembly knows and understands the singular importance to Jeff of his family because we saw them here in Columbia on many occasions supporting him in his role as a representative; he proudly introduced them to us and they became part of the legislature's extended family; and
Whereas, his family consists of his gracious wife, Sharon, his bright daughter, Betsy, and his three active sons, Will, Robert, and Greyson; and
Whereas, while the General Assembly will miss Jeff's enthusiastic participation and contribution to its work of "legislating", the Sumter community will be the beneficiary of his strong work ethic and commitment to public service. Now, therefore,
Be it resolved by the House of Representative, the Senate concurring:
That the members of the General Assembly hereby express their appreciation to William Jeffrey "Jeff" Young of Sumter, South Carolina, for his years of service in the General Assembly as the elected representative of District 67 and recognize his hard work as a member and subcommittee chairman on the House Judiciary Committee and acknowledge his many contributions to the State of South Carolina and to Sumter and Clarendon Counties.
Be it further resolved that a copy of this resolution be forwarded to The Honorable Jeff Young.
