A CONCURRENT RESOLUTION

TO COMMEND AND CONGRATULATE MR. HARMON BALDWIN OF DARLINGTON FOR HIS MANY YEARS OF LEADERSHIP AND PUBLIC SERVICE IN THE DEVELOPMENT OF PARKS, RECREATION, AND THE TOURISM INDUSTRY IN DARLINGTON COUNTY AND THE PEE DEE REGION, AND TO EXTEND BEST WISHES FOR HIS CONTINUED SUCCESS ON THE OCCASION OF HIS RETIREMENT.

Whereas, a native son of Darlington, Mr. Harmon Baldwin received his early education at St. John's Elementary School and St. John's High School in Darlington, and having grown up in Darlington, has a life-long, deep-seated love for the community he calls home; and

Whereas, after attending Wofford College and completing his college education at Coker College, Mr. Baldwin undertook employment as an industrial engineer at Deering-Milliken from 1951 to 1955 and as head of the planning department at Reeves Manufacturing Company from 1955 to 1956 that proved invaluable in developing his management, planning, and leadership skills; and

Whereas, in 1956, Mr. Baldwin became the Director of Recreation and Parks for the City of Darlington, and Director of Recreation and Parks for the County of Darlington in 1971, thereby undertaking a life-long career in public service in the parks, recreation, and tourism industry in both the city and county of Darlington and throughout the Pee Dee Region, and is a certified professional administrator at both the state and national levels, with affiliations with the South Carolina Recreation and Park Association, the South Carolina Association for Community Education, and the National Recreation and Park Association; and

Whereas, throughout his distinguished career, Mr. Baldwin has shown his dedication to the betterment of South Carolina through his constant involvement with committees and councils directly affiliated with higher education, community recreational facilities, and tourism. At the state level, he has served as president of the South Carolina Recreation and Park Society as well as chairman and member of many of the Society's committees. He is a true leader and pioneer in providing new and innovative recreation for youth and adults, including publishing a Special Events Handbook for the South Carolina Recreation and Parks Society and working with local government officials and legislators at both the state and national levels to promote the best interests of the parks, recreation, and tourism industry for his community and his native State; and

Whereas, among his many honors and awards over the years, and in recognition of his expertise and invaluable contributions to parks, recreation, and tourism, Mr. Baldwin most recently was named Professional of the Year by the South Carolina Parks and Recreation Society "for outstanding achievement in the development of the recreational profession in South Carolina through loyalty and personal sacrifice"; and after many years of devotion to enhancing the quality of life for his fellow citizens through recreation and education, Mr. Baldwin plans to retire sometime this year. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, commend and congratulate Mr. Harmon Baldwin of Darlington for his many years of leadership and public service in the development of parks, recreation, and the tourism industry in Darlington County and the Pee Dee Region, and extend their best wishes for his continued success on the occasion of his retirement.

Be it further resolved that a copy of this resolution be presented to Mr. Harmon Baldwin of Darlington.
