A HOUSE RESOLUTION

TO COMMEND DR. ROSE HILLIARD-WILDER, SUPERINTENDENT OF CLARENDON SCHOOL DISTRICT TWO, FOR HER OUTSTANDING LEADERSHIP AND PUBLIC SERVICE, AND TO CONGRATULATE HER ON THE OCCASION OF BEING NAMED THE OUTSTANDING SUPERINTENDENT OF THE YEAR FOR A MEDIUM SIZED SCHOOL DISTRICT BY THE SOUTH CAROLINA SCHOOL BOARDS ASSOCIATION.

Whereas, serving as Superintendent for Manning Schools since 1994, Dr. Rose Hilliard-Wilder has led the district through systematic change and reform with active involvement in policies, academic programs, facilities development and improvement, and aggressive recruitment of teachers and personnel; and

Whereas, under her leadership, the community supported a nine and three quarter million dollar referendum to build an early childhood center and to remodel existing schools. Focusing on academics, she has worked with district staff to develop curriculum guides in all subject areas aligned to state standards and the new Palmetto Achievement Challenge Test. In addition to extensive test score analysis at each grade level, after school homework learning centers operate at three of the five schools in her district; and

Whereas, known for her collaborative style, Dr. Rose Hilliard-Wilder works with many county agencies and organizations on behalf of improved services and programs for children in her district. Instructional labs in mathematics and language arts are available for middle and high school students performing below grade level. Summer school programs enable high school students to receive credits for courses failed during the year. Accelerated courses are also offered; and

Whereas, Manning High School students can earn college credits from USC-Sumter and Central Carolina Technical College during their senior year without leaving the high school campus; and the Clarendon District Two School District Board, with Dr. Rose Hilliard-Wilder's encouragement, has adopted the South Carolina School Boards Association accountability challenge, "Raising the bar: improving student achievement"; and

Whereas, Dr. Rose Hilliard-Wilder shares administrative responsibility for the success of the schools in Clarendon School District Two, as follows: for Manning High School, Hughie Peterson, Jr., Principal, and Rodney Wyndham and Helena Tillar, Assistant Principals; Manning Middle School, Jerry Coker, Principal and Elease Fulton, Assistant Principal; Alcolu Elementary School, Gwen Hudson, Principal, and Todd Heldreth, Assistant Principal; Manning Elementary School, Cynthia Boland, Principal and Ira Witherspoon, Assistant Principal; and Manning Primary School, Marie Gibbons, Principal and Ulysses Conyers, Assistant Principal. Her talented district office staff includes Mike Shorter, Dan McCathern, Mike Jackson, Judy Holmes, Jennifer Nelson, Janice Rivers, Mary Graham, and William Grant, all of whom support Dr. Wilder's fine work; and

Whereas, Dr. Wilder, Clarendon School District Two, and the schools, principals, teachers and staff of the schools making up the district are all ably supported by the Clarendon School District Two Board of Trustees composed of Matthew Prince, Chairman, June C. Briggs, Vice Chair, Jesse U. Thompson, Secretary, A. C. English, Robert M. Fleming, W. L. Hamilton, Kevin L. Johnson, Glenn R. Quattlebaum, and Marilyn E. Wilson; and

Whereas, at its February 6, 1999, awards banquet of the South Carolina School Boards Association, Dr. Rose Hilliard-Wilder was named the outstanding school district superintendent for the year for a medium sized school district, and the members of the House of Representatives want to commend her for her outstanding leadership and achievements. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives, by this resolution, commend Dr. Rose Hilliard-Wilder, Superintendent of Clarendon School District Two, for her outstanding leadership and public service, and to congratulate her on the occasion of being named the outstanding superintendent of the year for a medium sized school district by the South Carolina School Boards Association.

Be it further resolved that a copy of this resolution be forwarded to Dr. Rose Hilliard-Wilder.
