A CONCURRENT RESOLUTION

TO EXPRESS THE SINCERE CONGRATULATIONS OF THE MEMBERS OF THE GENERAL ASSEMBLY OF THE STATE OF SOUTH CAROLINA TO T. L. HANNA HIGH SCHOOL OF ANDERSON COUNTY UPON WINNING THE PRESTIGIOUS 1998-1999 CAROLINA FIRST PALMETTO'S FINEST AWARD IN RECOGNITION OF BEING SELECTED AS THE "BEST HIGH SCHOOL IN THE STATE".

Whereas, effective leadership, dedicated staff and administration, energetic students, and parent volunteers received the credit they deserve when T. L. Hanna High School received the 1998-1999 Carolina First Palmetto's Finest Award; and

Whereas, this is a prestigious award which has been given to one middle and two elementary schools in South Carolina each year since 1978. In 1996, the program expanded to include high schools, making T. L. Hanna only the third high school in the State to receive the award. It is designed to promote the creation of a new "environment that fosters equity and excellence for all children;" and

Whereas, the Carolina First Palmetto's Finest Award is sponsored through a partnership between Carolina First Bank and the South Carolina Association of School Administrators. The 1999 celebration marks the twenty-first year the award has been given and the third year in partnership with Carolina First; and

Whereas, the Carolina First Palmetto's Finest Award is given based on an evaluation by colleagues and peers - fellow educators. Competing schools submit a seventeen-page application in the Fall. The application process includes components on student achievement, faculty training, program goals and delivery system, office practices, and community involvement. Schools receive an on-site visit by a review committee, and schools selected as finalists receive a second visit; and

Whereas, this special recognition comes three years after the school on Anderson's rapidly growing northeast side absorbed almost four hundred students from an ailing inner city school closed for poor performance; and

Whereas, parents' concerns that inner city students would be lost at the high-achieving suburban school proved wrong. Dedicated teachers worked evenings and weekends to help all students succeed. Minority students' standardized test scores soared because of teachers' efforts to help the new inner city students succeed; and

Whereas, the school has the largest minority enrollment -- thirty-four percent -- of any high school in Anderson, Oconee, and Pickens counties. T. L. Hanna has the fifth highest exit exam scores in the State; and

Whereas, Principal Michael Sams says of winning the award, "We live in a time when people are questioning the quality of education in our country and our State. Those who are not in the field of education believe that a rigorous, well-rounded education is the thing of the past." Being selected as Palmetto's Finest, affords "an opportunity to tear down the negative stereotype that has plagued our schools for so long. Our students, our faculty, our community, and our State can now feel confident that excellence does exist in education in South Carolina. It humbles us into realizing that achieving excellence is a journey that we will continue to experience, always seeking what is best for the children we serve."; and

Whereas, it is fitting for the members of the General Assembly to pause in their deliberations to publicly recognize and congratulate T. L. Hanna High School of Anderson School District Five and look forward to hearing of the school's accomplishments in the years to come. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina express their sincere congratulations to T. L. Hanna High School of Anderson County upon winning the prestigious 1998-1999 Carolina First Palmetto's Finest Award in recognition of being selected as the "best high school in the State".

Be it further resolved that a copy of this resolution be presented to Principal Michael Sams and other school officials.
