A HOUSE RESOLUTION

TO COMMEND MICHAEL J. RAFFIELD FOR OUTSTANDING PERFORMANCE OF HIS DUTIES AS A PUBLIC SAFETY OFFICER WHILE EMPLOYED BY THE NORTH AUGUSTA DEPARTMENT OF PUBLIC SAFETY, AND TO CONGRATULATE HIM ON THE OCCASION OF RECEIVING THE AMERICAN SOCIETY OF INDUSTRIAL SECURITY EXCELLENCE IN LAW ENFORCEMENT AWARD.

Whereas, at the start of 1998, the City of North Augusta decided to implement a First Responders program to enhance the quality of service to the citizens served by the North Augusta Department of Public Safety. This program involved cross training Public Safety Officers to the level of First Responders in the Emergency Medical Service System; and

Whereas, because of his strong background in the field, Officer Michael J. Raffield was selected to spearhead the implementation of the First Responders program. Officer Raffield has been with the department since 1992. During his time with the department, he has been instrumental in implementing and overseeing the department's training and use of the automatic external defibrillators, a medical service tool used to assist with heart attack victims; and

Whereas, since the beginning of the First Responders program, Officer Raffield has researched the equipment and prepared a budget that encompasses monies for the necessary training equipment and any other start-up costs for this fledgling program; and

Whereas, all of these efforts are voluntary, taking up a large portion of Officer Raffield's time, both on and off duty. Because of these efforts, Public Safety Officer Michael J. Raffield received the Outstanding Law Enforcement Award. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives, by this resolution, commend Michael J. Raffield for outstanding performance of his duties as Public Safety Officer while employed by the North Augusta Department of Public Safety, and to congratulate Michael J. Raffield on the occasion of receiving the American Society of Industrial Security Excellence In Law Enforcement Award.

Be it further resolved that a copy of this resolution be presented to Michael J. Raffield of North Augusta.
