A CONCURRENT RESOLUTION

CONGRATULATING THE SOUTH CAROLINA UPWARD BOUND PROGRAM ON ITS MANY SUCCESSES AND DESIGNATING JULY 16, 1999, AS "SOUTH CAROLINA UPWARD BOUND DAY" IN RECOGNITION OF THE EFFORTS OF THE SOUTH CAROLINA UPWARD BOUND BRANCH OF TRIO PROGRAMS TO PREPARE ELIGIBLE HIGH SCHOOL STUDENTS TO SUCCESSFULLY PURSUE AN EDUCATION BEYOND HIGH SCHOOL.

Whereas, the South Carolina Upward Bound branch of the Trio programs is sponsoring a statewide Upward Bound Day on July 16, 1999; and

Whereas, July 16, 1999, will be a special day designed to celebrate the achievements of past Upward Bound participants and to inspire the current student participants to succeed in their efforts in the program; and

Whereas, South Carolina has a strong Upward Bound Program funded by the United States Department of Education; its mission is to help high school students prepare for and be successful in post-secondary education by strengthening their academic skills in core courses, especially mathematics and language arts; and

Whereas, the Upward Bound Program is one of the branches of the Trio programs which consist of educational opportunity programs that address the unique needs of middle school, high school, and adult students who are academically capable but economically disadvantaged and without a family history of college attendance; and

Whereas, this South Carolina Upward Bound branch of the Trio programs is highly worthwhile and beneficial to young South Carolinians; the program has an academic year phase and a summer residential phase that together help students develop by providing instructional services, career assistance, special seminars, and cultural enrichment; and

Whereas, the General Assembly supports the efforts of this program to provide educational opportunity and to achieve the highest academic standards for students seeking post-secondary education. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly, by this resolution, congratulates the South Carolina Upward Bound Program on its many successes and designates July 16, 1999, as "South Carolina Upward Bound Day" in recognition of the efforts of the South Carolina Upward Bound branch of the Trio programs to prepare eligible high school students to successfully pursue an education beyond high school.

Be it further resolved that a copy of this resolution be forwarded to the Upward Bound branch of Trio programs of South Carolina.
