A BILL

TO PROVIDE THAT THE CONFEDERATE BATTLE FLAG MUST BE REMOVED FROM ATOP THE STATE HOUSE, FROM THE FRONT GROUND-FLOOR FOYER OF THE STATE HOUSE, AND FROM THE CHAMBERS OF THE SENATE AND THE HOUSE OF REPRESENTATIVES AND TO CREATE A COMMITTEE TO RECOMMEND TO THE GENERAL ASSEMBLY, BY APRIL 1, 2000, A LOCATION FOR THE PLACEMENT OF THE FLAG.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. On the effective date of this act, the Confederate Battle Flag must be removed from atop the State House, from the front ground-floor foyer of the State House, and from the chambers of the Senate and the House of Representatives.

SECTION 2. (A) There is created a Confederate Flag Relocation Committee to make a recommendation to the General Assembly as to the permanent placement of the Confederate Battle Flag, which was removed from the various locations provided in Section 1.

(B) The committee is composed of seven members as follows: one Democratic and one Republican member of the House of Representatives, appointed by the Speaker of the House of Representatives, the Speaker or his designee; and one Democratic and one Republican member of the Senate, appointed by the President Pro Tempore of the Senate, the President Pro Tempore or his designee, and the Governor or his designee.

(C) The committee must make its recommendation to the Senate and the House of Representatives by April 1, 2000, regarding the final placement of the flag. If the committee's recommendation is not approved by both the Senate and the House of Representatives, the committee must reconvene and issue its final recommendation by June 1, 2000. The committee must dissolve at the sine die adjournment of this General Assembly of 2000.

SECTION 3. This act takes effect upon approval by the Governor.
