TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY UPON THE DEATH OF C. ALLAN TINSLEY, OF COLUMBIA, AND TO EXTEND DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.
Whereas, Mr. C. Allan Tinsley was born in Spartanburg, the son of Fred R. and Louise Smith Tinsley; and the members of the General Assembly were saddened to learn of his sudden and unexpected death on Thursday, February 24, 2000; and
Whereas, Allan Tinsley completed his high school education at Irmo High School in 1972, was a 1976 graduate of the University of South Carolina where he received his bachelor of arts degree, received his master's degree in Public Administration from the University of South Carolina in 1983; and
Whereas, he was employed by the South Carolina Department of Health and Environmental Control where he served as the manager of the Compliance Monitoring section. He was involved with several national committees related to his work and also served his community in many ways as a member of Spring Valley Baptist Church and in other capacities; and
Whereas, Allan Tinsley was married to Donna Glenn Tinsley, our friend and colleague who works with the House Education and Public Works Committee, and was the loving father of two daughters, Claire Tinsley and Mary Louise Tinsley, all of whom survived him; and, in addition to his wife and children, Mr. Tinsley was survived by his parents and brothers, Edward (Fred) Tinsley and Gary Tinsley, all of Columbia; and
Whereas, with the loss of this fine man at a young and early age, the people of Columbia and South Carolina have lost a dedicated public servant, a person who was a wonderful husband and father, and a good friend; and
Whereas, the members of the General Assembly would like Donna, his children, and the other members of his family to know they are thinking of them in this time of sorrow. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly, by this resolution, hereby express their profound sorrow upon the death of C. Allan Tinsley, of Columbia, and extend deepest sympathy to his family and many friends.
Be it further resolved that a copy of this resolution be forwarded to Mrs. Donna Glenn Tinsley, of Columbia.
