A HOUSE RESOLUTION

RECOGNIZING AND COMMENDING THE HONORABLE BILLY HILTON OF CLARENDON COUNTY FOR HIS EXCELLENT PUBLIC SERVICE AS A MEMBER OF THE SUMMERTON TOWN COUNCIL.

Whereas, The Honorable Billy Hilton of Clarendon County was first elected to the Summerton Town Council in 1992 and is retiring from the council this year; and

Whereas, he is retired from the A.S.C.S. office in Clarendon County; and

Whereas, as a Town Council member, he was at all times dedicated to serving the needs of all the citizens of Summerton; he maintained and encouraged an open-door policy for town police, as well as all town employees; he provided dynamic service on council's finance committee and fire committee and as the chairman of the police committee; and

Whereas, while Mr. Hilton has served on the Town Council, the town of Summerton has been able to accomplish and achieve many things - among them: remodeling the town hall, building a new fire department building and public works building, and obtaining several million dollars in federal and state grants for town projects; and

Whereas, probably Mr. Hilton's most visible accomplishments as a member of Town Council were achieving the appointment of an African-American individual to serve as the town's police chief, rebuilding the police department from three officers to six fulltime and three reserve officers, and increasing police training and police department morale to an all-time high; and

Whereas, he has clearly been a very devoted, energetic, and caring public servant, and the citizens of Summerton have been truly fortunate to have had his service. Now, therefore,

Be it resolved by the House of Representatives:

That the House of Representatives of the State of South Carolina, by this resolution, recognizes and commends The Honorable Billy Hilton of Clarendon County for his excellent public service as a member of the Summerton town council.

Be it further resolved that a copy of this resolution be forwarded to The Honorable Billy Hilton.
