TO APPROPRIATE A SUM NOT TO EXCEED TWENTY-FIVE MILLION DOLLARS FROM THE GENERAL FUND OF THE STATE TO BEAUFORT COUNTY AS A MATCHING GRANT FOR A MOTION PICTURE PRODUCTION STUDIO IN BEAUFORT COUNTY.
Whereas, motion picture production is an ideal industry for this State in that it can make use of the state's varied landscapes and year-round filming weather; and
Whereas, to extract the maximum economic benefit for motion picture production, the State needs to offer high quality state-of-the-art production facilities in addition to our splendid locations for filming. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. There is appropriated from the general fund of the State an amount not to exceed twenty-five million dollars to Beaufort County for a matching grant for the construction of a motion picture production facility in Beaufort County. No funds from this appropriation may be expended that are not matched on a dollar-for-dollar basis by public or private sources, or both, either in cash or by means of inkind contributions. The facility constructed must be the property of Beaufort County and managed by the county or its agent, which may include a nonprofit corporation established by the county. The facility must be managed to produce in its operation maximum economic benefits for the county, region, and State. No state funds from this appropriation may be released until all local matching funds are in hand.
For purposes of this section, a motion picture production facility is defined in Section 12-6-3510(F)(3) of the 1976 Code."
SECTION 2. This joint resolution takes effect upon approval by the Governor.
