A JOINT RESOLUTION

TO PROVIDE THAT STATE AGENCIES OR DEPARTMENTS HAVING EMPLOYEES LOCATED WITHIN THOSE COUNTIES WHOSE PLACE OF EMPLOYMENT WAS CLOSED BY THE GOVERNOR ON SEPTEMBER 14, 15, OR 16, 1999, BECAUSE OF HURRICANE FLOYD MAY NOT REQUIRE THOSE EMPLOYEES TO MAKE UP TIME LOST FROM WORK, TO PROVIDE THAT EMPLOYEES OF THE STATE OF SOUTH CAROLINA LOCATED WITHIN THOSE COUNTIES WHOSE PLACE OF EMPLOYMENT WAS CLOSED BY THE GOVERNOR AS A RESULT OF HURRICANE FLOYD ARE NOT REQUIRED UNDER THE HAZARDOUS WEATHER POLICY TO MAKE UP TIME LOST FROM WORK BEFORE DECEMBER 31, 1999, AND TO PROVIDE FOR COMPENSATORY TIME FOR CERTAIN EMPLOYEES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. (A) An agency or a department of the State of South Carolina having employees located within those counties whose place of employment was closed by the Governor because of Hurricane Floyd may not require an employee to comply with subsection H. of State Human Resources Regulation 19-703.11, as adopted by the State Budget and Control Board, for time lost from work on September 14, 15, or 16, 1999, as a result of Hurricane Floyd.

(B) An employee of the State of South Carolina located within those counties whose place of employment was closed by the Governor on September 14, 15, or 16, 1999 because of Hurricane Floyd is not required to comply with the provisions of subsection H. of State Human Resources Regulation 19-703.11, as adopted by the State Budget and Control Board, and make up time lost from work before December 31, 1999, as a result of Hurricane Floyd.

(C) An employee who meets the provisions of subsection (B) and has already worked to make up for lost time is entitled to compensatory leave time under State Human Resources regulations as adopted by the State Budget and Control Board.

SECTION 2. This joint resolution takes effect upon approval by the Governor.
