The House assembled at 10:00 A.M.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

Our Father God, the pressures and problems of our times bring to our lips a cry for Your help. Save us from the futility of grasping at the world and finding that its power, rich in promise, is only temporary. May the almighty God be to us a culvert from the winds, a shelter from the storms, and as a refreshing and life-giving oasis in a dry and weary land. Use us to Your glory and to Your Name's honor, both now and always. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
