The House assembled at 10:00 A.M.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

Eternal God, we bow in gratitude for blessings beyond our ability to count: for life itself, for our heritage of freedom, for friendships and the opportunity to serve in this place. We crave a wisdom greater than our own. Spare us from doing too little or too much. Lead and direct us in all our duties. When we are uncertain, enable us to hear and heed Your Word: "Wait on the Lord; be of good courage, and He will strengthen Your heart; wait, I say, on the Lord." Psalm 27:14. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
