To whom was referred a Bill (S. 1062), to amend the Code of Laws of South Carolina, 1976, by adding Section 44-20-365 so as to provide that no regional center operated by the South Carolina Department of Disabilities and Special Needs may be closed, etc., respectfully

EXPLANATION OF IMPACT:
The addition of a requirement that the General Assembly authorize the closing of a regional center operated by the Department of Disabilities and Special Needs would not result in the expenditure of additional funds. The department currently has no plans to close any regional centers.

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 44-20-365 SO AS TO PROVIDE THAT NO REGIONAL CENTER OPERATED BY THE SOUTH CAROLINA DEPARTMENT OF DISABILITIES AND SPECIAL NEEDS MAY BE CLOSED EXCEPT AS AUTHORIZED BY THE GENERAL ASSEMBLY BY LAW IN AN ENACTMENT THAT SPECIFIES BY NAME THE REGIONAL CENTER TO BE CLOSED.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 3, Chapter 20, Title 44 of the 1976 Code is amended by adding:
"Section 44-20-365. No regional center of the department may be closed except as authorized by the General Assembly by law in an enactment that specifies by name the regional center to be closed."
SECTION 2. This act takes effect upon approval by the Governor.
