That they have duly and carefully considered the same, and recommend that the same do pass:

A BILL

TO AMEND SECTION 59-101-10, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE DESIGNATION OF THE COLLEGES AND UNIVERSITIES OF THIS STATE; SECTION 59-101-185, RELATING TO GOVERNING BOARDS OF SPECIFIED STATE INSTITUTIONS OF HIGHER LEARNING AUTHORIZED TO MAINTAIN FINANCIAL MANAGEMENT AND ACCOUNTING SYSTEMS; SECTION 59-107-10, RELATING TO THE DEFINITION OF STATE INSTITUTIONS OF HIGHER LEARNING FOR PURPOSES OF ISSUING STATE INSTITUTION BONDS; AND SECTION 59-112-10, RELATING TO THE DEFINITION OF STATE POST-SECONDARY INSTITUTIONS FOR PURPOSES OF DETERMINING RATES OF TUITION AND FEES, SO AS TO INCLUDE COASTAL CAROLINA UNIVERSITY WITHIN THESE DEFINITIONS AND LISTINGS, AND TO UPDATE THE NAMES OF OTHER INSTITUTIONS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Section 59-101-10 of the 1976 Code is amended to read:

"Section 59-101-10. There are universities and colleges as follows: one located in the City of Columbia, styled the University of South Carolina; another in or near the Town of Orangeburg, styled South Carolina State College University; Clemson University; another known as Winthrop College, the South Carolina College for Women University; another styled The Citadel, the Military College of South Carolina; the College of Charleston; another in or near the Town of Greenwood, styled Lander College University; another in or near the City of Florence, styled Francis Marion College University; and the Medical University of South Carolina, and another in or near the City of Conway styled Coastal Carolina University. They are separate and distinct institutions, each under its separate board of trustees or visitors."

SECTION 2. Section 59-101-185 of the 1976 Code is amended to read:

"Section 59-101-185. Authority to maintain financial management and accounting systems is delegated to the Board of Trustees or Boards of Visitors of the following state institutions of higher learning: The University of South Carolina, Clemson University, The Medical University of South Carolina, The Citadel, Winthrop College University, S. C. State College University, Francis Marion College University, The College of Charleston, and Lander College University, and Coastal Carolina University. Such systems shall provide financial information to the Comptroller General's Statewide Accounting and Reporting System (STARS) in the format and level of detail as prescribed by the Comptroller General."

SECTION 3. Section 59-107-10 of the 1976 Code is amended to read:

"Section 59-107-10. The several state-supported institutions of higher learning, within the contemplation of this chapter, are declared to be:

The University of South Carolina,

Clemson University, in Clemson,

The Citadel,

The Medical University of South Carolina,

Winthrop College University,

South Carolina State College University,

Francis Marion College University,

Lander College University,

The College of Charleston,

Coastal Carolina University,

Technical Education Colleges and Centers.

Hereafter in this chapter such institutions shall be denoted by the term 'state institution'."

SECTION 4. Section 59-112-10A. of the 1976 Code is amended to read:

"A. The words 'state institution' mean those post-secondary educational institutions under the jurisdiction of:

(1) the Board of Trustees, Clemson University;

(2) the Board of Trustees, Medical University of South Carolina;

(3) the Board of Trustees, South Carolina State College University;

(4) the Board of Trustees, College of Charleston;

(5) the Board of Trustees, Lander College University;

(6) the Board of Trustees, Francis Marion College University;

(7) the Board of Visitors, The Citadel;

(8) the Board of Trustees, the University of South Carolina;

(9) the Board of Trustees, Winthrop College University;

(10) the Board of Trustees, Coastal Carolina University;

(10)(11) the State Board for Technical and Comprehensive Education."

SECTION 5. This act takes effect upon approval by the Governor.
