STATEMENT OF ESTIMATED FISCAL IMPACT

REVENUE IMPACT1

This bill is expected to increase funds allocated to DPS by $12,000 in FY 2000-01.

Explanation

This bill sets guidelines for the Department of Public Safety (DPS) to issue a special license plate for a private passenger vehicle to survivors of the World War II Normandy Invasion. The plate will cost $54 and include the words, "Normandy Invasion Survivor." The special plate fee is $30 biennially in addition to the regular $24 registration fee, which goes to the general fund. This section also stipulates that all proceeds from the $30 special fee must go to DPS. Based on military service data provided by the Veteran's Administration and prior sales of similar commemorative tags by DPS, the BEA expects first-year revenues from sales and/or deposits to be $12,000. This figure is based on 400 applications at $30 each. This bill is expected to increase DPS earmarked revenues by $12,000 in FY 2000-01. This bill would have no impact on state infrastructure bank revenues since it does not apply to fees required under Sections 56-3-660 and 56-3-670.

Note: Retention of special plate fees by DPS requires an amendment to Paragraph 36.7, Section 36, Part 1B of Act 100 of 1999 (FY 1999-00 General Appropriation Act) as applicable in FY 2000-01.

A BILL

TO AMEND CHAPTER 3, TITLE 56, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO MOTOR VEHICLE REGISTRATION AND LICENSING, BY ADDING ARTICLE 53 SO AS TO PROVIDE FOR THE ISSUANCE OF NORMANDY INVASION SURVIVORS SPECIAL LICENSE PLATES AND TO PROVIDE FOR THE DISTRIBUTION OF FEES COLLECTED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Chapter 3, Title 56 of the 1976 Code is amended by adding:

"Article 53

Normandy Invasion Survivors Special License Plates

Section 56-3-5350. (A) The Department of Public Safety may issue special motor vehicle license plates to survivors of the World War II Normandy Invasion for private motor vehicles registered in their names. The caption of these plates shall include the words: 'Normandy Invasion Survivor'. The fee for this special license plate must be the regular motor vehicle license plate fee contained in Article 5, Chapter 3 of this title which must be deposited in the state general fund and the special fee required by Section 56-3-2020 which must be deposited with the department.

(B) Any person may be issued a special license plate provided by this section if he provides evidence to the department that he is a survivor of the World War II Normandy Invasion."

SECTION 2. This act takes effect upon approval by the Governor.
