That they have duly and carefully considered the same, and recommend that the same do pass:

A JOINT RESOLUTION

TO APPROVE REGULATIONS OF THE BOARD OF EDUCATION, RELATING TO TYPES OF LEVELS OF CREDENTIAL CLASSIFICATION, DESIGNATED AS REGULATION DOCUMENT NUMBER 2395, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The regulations of the Board of Education, relating to types of levels of credential classification, designated as Regulation Document Number 2395, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.

SECTION 2. This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED

BY PROMULGATING AGENCY.

The State Board of Education promulgated amendments to subregulation 43-53.2, Types and Levels of Credential Classification. The regulation will clarify requirements for those individuals seeking a teaching certificate in South Carolina as addressed below:

(1) The promulgated amendment will eliminate redundancy and specify the validity period for an advanced professional credential.

(2) The promulgated amendment will eliminate redundancy and specify the validity period for a specialist professional credential.

(3) The promulgated amendment will eliminate redundancy and specify the validity period for a masters professional credential.

(4) The promulgated amendment will eliminate redundancy and specify the validity period for a bachelors + 18 professional credential.

(5) The promulgated amendment will eliminate redundancy and specify the validity period for a professional credential.

(6) The promulgated amendment will move warrants certificates from #6 to #8.

(7) The promulgated amendment will eliminate redundancy and specify the validity period for an Initial credential.

(8) The promulgated amendment will clarify the requirements for temporary credential.

(9) The promulgated amendment will clarify the requirements for the conditional credential for speech-language pathology.

(10) The promulgated amendment will move out-of-field permits from #9 to #7.

(11) The promulgated amendment will combine warrants with graded certificates.

(12) The promulgated amendment will move out-of-field permits from #9 to #7.
