The seven initial appointees shall draw lots to determine the length of their terms. Any vacancy shall be filled in the manner of the original appointment for the unexpired portion of the term only.

Notwithstanding any other provision of law, so long as an intergovernmental agreement exists between the City of Goose Creek and the Goose Creek Park and Playground Commission for the providing of recreational services to residents of Goose Creek, the General Assembly deems that, for purposes of representation only, the area of the city is deemed to be part of the Goose Creek Park and Playground Commission. Upon expiration or termination of the intergovernmental agreement between the City of Goose Creek and the Goose Creek Park and Playground Commission, any member serving on the commission representing the City of Goose Creek is deemed ineligible to serve and his seat is deemed vacant."

SECTION 2. This act takes effect upon approval by the Governor.
